ICS (Incident Command System)
The Incident Command System (ICS) is a standardized approach to the command, control and coordination of emergency response. It provides a common hierarchy where respondents from several agencies can be effective. ICS was originally developed to address challenges of interagency response to wildfires in California and Arizona. ICS is used today by many industries to streamline the management and handling of large, complex incidents, especially within offshore oil and gas.

ICS consists of a standardized management hierarchy and procedures for the temporary handling of incidents of all sizes. Procedures should be predefined and approved by participating authorities, and personnel should be well trained before an incident occurs. ICS includes procedures for forming temporary command hierarchies to control funds, personnel, facilities, equipment, and communications. Personnel are assigned in accordance with established standards and procedures previously approved by participating authorities. ICS is a system designed to be used from the moment an incident occurs until the need for management and operations no longer exists.
ICS is interdisciplinary and organizationally flexible to meet the following management challenges:
- Meets the needs of a jurisdiction to handle events of any nature or complexity (it expands or reduces as needed).
- Allows personnel from a number of agencies to quickly merge into a common management structure with common terminology.
- Provides logistical and administrative support to operational personnel.
- Is cost-effective by avoiding duplication of effort and continuous overhead.
- Provides a unified, centrally authorized emergency response organisation.
